The President just said that he may unilaterally adjourn Congress. This seems to be a reference to Article II, Section 3, which gives a president in “extraordinary occasions” to convene or adjourn the Houses. This power has never been used and should not be used now . . .

The power to adjourn only applies “in case of disagreement between them, with respect to the time of adjournment.” Pro forma sessions have been used by both Democratic and Republican houses to prevent recess appointments. I have long been a critic of such recess appointments…

Trump threatens to adjourn both chambers of congress - something no president has ever done

 

Donald Trump is threatening to use a never-before-employed power of his office to adjourn both chambers of Congress so he can make "recess appointments" to fill vacant positions within his administration he says Senate Democrats are keeping empty amid a pandemic.
