a VPN if it is not compd, shields your ip, but if someone really wants to know who you are and what you did, they will profile you based on your meta data and wait for you mistake, e.g. entering your personal email ot social media.

 

VPN is more designed to bypass ip based censorship.

I don't have a lot of experience with it.

From what I understand it is secure, but some say it has weaknesses, that is if an abc agency is on your tail. The supposed weakness is based on predetermined hops in the routing.

 

Personally I prefer the tactic of "being the gray man", but I guess tor is a good choice if you want to be safe from anyone other than abc's.

VPN is ok if you know how to keep it safe with meta data and online behavior while on vpn, but you must know that it only masks your ip, nothing else.
