Hannity was a shock jock before a Fox host. Before that, I knew him when he was a wallpaper hanger in Santa Barbara. While I wasn't personally close to him, my cousin was.

 

I agree that Hannity might be one of those that turns. Early on he followed the tug of those above him to say things live on air that he didn't agree with.

You are correct. Under the National Emergency Act, the president can declare both National Disaster and National Emergency. In this case, Trump chose National Emergency when all 50 governors asked for his assistance.

 

That opens up 136 powers delegated to him specifically by Congress.

 

Among others, 42 U.S.C. § 217 specifically delegates to the pres the ability to use the Public Health Service as he sees fit - in the public interest. The authority is complete.

Trump is using his tried and true tactic: the Art of the Deal. He threatens something he really doesn't want to do to get the other side to negotiate. In the end, he gets his way.

They can be arrested if proven to be in the influence and employ of a foreign power with which we are at war, but that is all.
