The governor, likely, could have avoided the protest by rescinding portions of the E.O.

If it is "too early to plant," why ban seeds?

If it is too cold to boat, why prohibit boating?

The issue is not your people, Guv. The issue is your E.O.

Rescind that and you won't have to blame others (your citizens or a MI business) for assembling in protest.
