Very sterile way of moving around as a federal agent. Take Uber everywhere. There would be a record of all your movements and easily tracked. An agent driving his own vehicle runs several risks of being identified and also the possibility of being accused of something by internal affairs.
Of course if Uber were penetrated by bad actors then all bets are off.
