Why was the CDC hiring for Public Health Advisor (Quarantine Program) positions two days before the first recorded case in Wuhan?

Look at the date on the listing: 11/15/2019.

The first recorded case in Wuhan was 11/17/2019.

Quarantine was not initiated in Wuhan until February 2020.

While they have since removed the link from their own site replacing it with job postings marked April 2020, there are still remnants of the original post on both Google search and the Internet Archive.

CDC, the internet never forgets.
