If Hydroxychloroquine and Azithromycin are proven to be effective in treating Coronavirus complications - as @realDonaldTrump mentioned it may be - will anyone call into question how many lives could've been saved had more doctors/experts considered @POTUS words?

New York saw a increase in deaths by 3000+ because they decided to retroactively change death certificates even though they never confirmed all deaths were Coronavirus related, some perhaps merely assumed.
Does that number effect how much aid a state gets in disaster relief?
Cuomo citing Corona puts NY in the hole by 10-15 billion dollars, on top of the growing budget gap that has gotten larger since AC took office in 2011.
