I think Cuomo (marching orders) was making demands he thought couldn't be met. Plan was to make POTUS look incompetent. The TPTB created the ventilator hysteria thinking the numbers necessary couldn't be produced.

I think Obama asked for the VP spot for Mike or VJ in return. Cuomo, I think, was a Clinton stalking horse. With Cuomo taken out, dems only have the Mike/VJ option.
