Please explain how you would counterfeit a treasury printed ballot.
Treasury would only provide the number of ballots for registered voters and subtract the number mailed directly to the voters home. Then the only ones left would be allowed to be given to polling places.

you can even put serial numbers within RF authentication and then randomly shuffle the ballots and send out randomly. This part could be abused by recording the ballot number and the person that used the ballot if not randomized.
