I think most of the fraud happens at the point of voter registration. The rest happens in the back rooms, with failure to clean voter rolls (and the creation of fraudulent ballots to fill in the numbers the corrupt bureaucrats know are available); and then there's the pre-programmed computer systems set up to tally 51-49 squeaker races to keep up the excitement and disguise the fraud.
