In some regards it gets even worse. When the ccp set up the nation's first Free Trade Zone in the new city of Shenzhen, it was common for companies from Japan - and America - to have goods sent TO just the Free Trade Zone, unpack and repack the goods and ship them BACK to their China distributor - some within blocks of the Free Trade Zone - with the claim that the product was an import and thus more expensive simply because it went to and from the Free Trade Zone section of the border.
Once China's first Free Trade Zone showed it was working, that "process" was then transferred and implemented in all subsequent Free Trade Zones in China.
I'm glad some of this information is finally coming out 'cause it has been pissing me off for the last 2 decades.
China's import/export department has been comp'd for many years…and so is America's. The corruption goes very, very deep and into all levels of what are supposed to be "official" departments.
Remember a while ago several baggage handlers/supervisors in Florida were busted for trafficking drugs? Multiply that by a factor of at least 50 to get an idea of how much - under the last few decades of government treason - and how endemic this corruption has been and still is.
