you can sue in a Federal court for a writ (order) from that court to compel the action you seek. usually if the state action conflicts with a federal law or if it infringes your rights under the Constitution. For example, if I were cited for gathering outside, I would consider suing in a Federal court for a writ that the state cannot enforce the citation for infringing my 1st amendment rights - it is a way to have the federal court review the state law or action and declare it unconstitutional.
