Ground the "Cage" and add a dielectric material not grounded and insulated between with something like newspaper.
So a steel cage made of mesh with a large lead attached to a 8 foot copper bar pounded into the ground or the ground circuit of your house. Then wrapped it all in newspaper. Then wrapped in Aluminum foil.
