If it all gets leaked then it becomes public domain information, which is much more easily corroborated than finding new evidence.. This also tends to embolden whistle blowers, which tends to give evidence that "actionable" quality in a timelier fashion.

 

Because all the NSA evidence needs is ''corroboration''. New evidence doesn't need to be found; the evidence already in hand just needs to be verified, is all.
