This is a Node. It is the backbone of your local Cable station infrastructure. Fiber optic enters the Node it is then converted to a signal that can run along 650, 750, and 850 Trunk lines. If you take out a few of these, or the main node leaving the local satellites you disable all cell towers and internet for the entire city in question.
I'm not suggesting anyone do this, just saying this is how it is done effectively
