Put ourselves in the position of NSA with satellite surveillance data going back probably decades.
If tunnels were dug/bored, where is the excavated earth? If it was deposited on the surface, satellites would have seen it. /ourguys/ are good enough to infer the tunnels in Afghanistan, NK, etc. from aerial photos, so undoubtedly if any surface dirt was deposited they can estimate the size/extent of the tunnels.
Then correlate with records of ships bringing heavy equipment or tunnel boring machines underground – probably can sense them from vibrations. Equipment sensitive enough to sniff for earthquakes, seismic events, bombs, blasting, & nuks, could probably pick up tunnel boring.
So I'm guessing they knew something about tunnels long before anybody brought a phone in there.
