POTUS needs to Nationalize all ownership of water supplies bought by foreign contries like China, AND maybe domestic ownership, also! The water belongs to We the People where water rights purchased or leased on "Public Land." It's a National Security issue!

Or, as far as China goes, seizure of their water rights/ownership assets, for Reparations, even if the release of CV-19 is treated as Gross Negligence (which I don't buy for one-minute!).
