You are correct.

Most licenses like this require you to maintain a practice/certification/etc. When you go work for a govt. entity, that becomes very difficult to do, so your license expires.

It's the primary reason Rand Paul continues to perform eye surgeries. He has no intention of a lifetime in Washington, so needs to maintain his skills/license for when he goes home.
