I haven't yet taken the time to look for other critiques of this paper, so apologies about any repetition. The prepublication is linked in the AP article link below. As reported, this is a flawed study. There are two problems with it as reported.

First: zinc was not included in the treatment. Hydroxychloroquine is a zinc ionophore, that helps zinc get to where it needs to get to. It's an important part of the treatment protocol.

Second: the actual doses of hydroxychloroquine and azithromycin were not stated. The paper does reference a study in Brazil with significant size effects but doses in that study were 3x the recommended dose. This current study does not even note what doses were used.

A critical component of the scientific method is that experimental results have to be repeatable. This study did not follow the protocol shown to be effective. It's not a surprise that the expected results were not obtained.

The Zelenko protocol that is successful is:

Hydroxychloroquine 200mg twice a day for 5 days

Azithromycin 500mg once a day for 5 days

Zinc sulfate 220mg (or the equivalent of 50mg elemental zinc) once a day for 5 days

Verify the treatment by repeating the protocol!
