The smallest file, "Leaked-Passwords.pdf" 8.7kb, isn't opening for me.

 

Here is the combined text packaged into a raw PNG image. Open with GIMP or PS and export as RAW (ignore Notepad's complaints about encoding errors. I had to add a string of nulls).

 

Personally, I think it's a trap. It doesn't look like the list of the sort of usernames you'd expect to see. And the only way to make it into something exciting is to break that law and access a gov computer without authorization. Why didn't the hackers get a pile of emails if they were already in the system? Why do they want us to go in and snoop around ourselves?
