Pretty sure some (or all) of these schools have pro-rated tuition. I'm going to say they would be tuition free for parents earning under $75K/yr, or that some available grants are based on the income of the parents, not to exceed $75K/yr.
IOW, low income students incur (college) expenses only for lodging/meals and books, which wouldn't apply if they were sent home. That would mean there really may not be many needy students to be bailed out for tuition.
