According to CBC, Plummer, 67, was in Kenya, where he was a keynote speaker at the annual meeting of the University of Nairobi’s collaborative centre for research and training in HIV/AIDS/STIs.

 

Dr. Larry Gelmon, who helped set up that meeting, said Plummer collapsed and was taken to hospital in Nairobi, where he was pronounced dead on arrival.

 

No confirmed cause of death has yet been released.

Plummer was born and raised in Winnipeg, where he headed up Canada’s National Microbiology Laboratory for several years.

 

He was also involved in an innovative research partnership between the University of Manitoba and the University of Nairobi, established before the world was very aware of HIV/AIDS.

 

“He helped to identify a lot of the key factors that are involved in HIV transmission in the early days,” said Keith Fowke, a professor in the medical microbiology and infectious diseases department at the University of Manitoba.

 

“He was so hopeful that he was on the path that would end with discovery of the HIV vaccine — the road he had started down almost 30 years ago,” said Plummer’s colleague, Dr. Allan Ronald.

 

What is not mentioned in the CBC report however is that Plummer worked in the same National Microbiology Laboratory (NML) in Winnipeg, Canada from where Chinese Biowarfare agent Xiangguo Qiu and her colleagues smuggled SARS Coronavirus to China’s Wuhan Institute of Virology where it is believed to have been weaponized and leaked.

Infact, as GreatGameIndia reported in our exclusive report on Coronavirus Bioweapon, as Scientific Director Frank Plummer was the one who acquired the SARS Coronavirus sample of the Saudi patient at the NML Winnipeg Lab from Ron Fouchier, a leading virologist at the Erasmus Medical Center (EMC) in Rotterdam, the Netherlands who was sent the virus by Egyptian virologist Dr. Ali Mohamed Zaki who isolated and identified a previously unknown type of Coronavirus from the Saudi patient’s lungs.

 

Fouchier sequenced the virus from a sample sent by Zaki using a broad-spectrum “pan-coronavirus” real-time polymerase chain reaction (RT-PCR) method to test for distinguishing features of a number of known coronaviruses known to infect humans.

 

This Coronavirus sample arrived at Canada’s NML Winnipeg facility on May 4, 2013 from the Dutch lab received by Frank Plummer. The Canadian lab grew up stocks of the virus and used it to assess diagnostic tests being used in Canada. Winnipeg scientists worked to see which animal species can be infected with the new virus.

 

Research was done in conjunction with the Canadian Food Inspection Agency’s national lab, the National Centre for Foreign Animal Diseases which is housed in the same complex as the National Microbiology Laboratory.

 

This Winnipeg based Canadian lab was targeted by Chinese agents in what could be termed as Biological Espionage. The viruses was reportedly stolen from the Canadian lab by Chinese Biowarfare agent Xiangguo Qiu and her colleagues and smuggled to none other than the Wuhan Institute of Virology where the virus is believed to be weaponized and leaked.

 

Further, Frank Plummer was also working on HIV vaccine and interesting recently published study be Indian scientists found HIV-like injections in Wuhan Coronavirus – the key that made the jump to people possible. The Indian Scientists came under massive online criticism by Social Media experts and were forced to withdraw their study, in retaliation of which now the Indian authorities have opened an investigation against China’s Wuhan Institute of Virology. Although it should be noted that now China has started using HIV vaccine to cure Coronavirus.

 

Frank Plummer was the key to the entire investigation on the origins of Coronavirus Bioweapon. But will the Canadian government open an investigation into this matter? In public, Dr. Frank Plummer was the microbiologist who headed the federal microbiology laboratory that helped create the Ebola vaccine and the researcher who conducted HIV/AIDS studies in Africa for two decades.

 

But in private, the stress involved with Plummer's jobs would result in him going home to unwind with a drink of whisky. And then another. And another.

 

Plummer, the former scientific director of Winnipeg's National Microbiology Laboratory, admits he is an alcoholic who has tried numerous ways to recover, but none of them helped until he had brain surgery a year ago to become the first participant in a research study investigating deep-brain stimulation to treat alcohol-use disorder.

 

"When I walked out of the hospital I had a new life," the Officer of the Order of Canada and Order of Manitoba said Monday. "I had more energy. I started writing my book. I'm working on a really exciting HIV vaccine.

 

"Seeing a bottle doesn't bother me. I just don't think about it."

 

The research study is based at Toronto's Sunnybrook Health Sciences Centre and Plummer was the first of an expected half-dozen patients to be part of it.

 

Dr. Nir Lipsman, the neurosurgeon and scientist who is heading the study, said two more participants have since joined the study, but Plummer is the first to get past the one-year mark since two electrodes were surgically implanted in his brain. The electrodes are connected to a battery unit implanted in his chest.

 

Lipsman said they hope that once this study — which is designed to ensure it is safe to insert the electrodes — is complete, another study will begin to see if the deep-brain stimulation can help alcoholics.

 

"It's still early, but we are seeing some promising signs," he said.

 

"It's another potential tool in the toolbox that could be used with people who have tried everything available and it hasn't worked."

Plummer, 67, said his alcohol problems began when he was in Africa researching HIV/AIDS with two dozen sex workers who weren't infected and appeared to have a resistance to it.

 

"I was the one responsible for the whole project, including the jobs of 40 people," he said. "The health of two dozen sex workers depended on me. I had to get the money. I was constantly looking for money.

 

"There was constant pressure. When I came back, I'd relax in Winnipeg and have a drink. And normally more drinks."

 

Then Plummer became head of the microbiology lab.

 

"We were 24/7 protecting the community against SARS and H1N1 — and not just the community but the globe… it was a pretty stressful job. I loved it, but there was a lot of stress."

 

Plummer said he tried tackling his drinking problem, but with no long-term success.

I have been looking for some of his articles with no luck so far.

 

I am going to hypothesize that his HIV vaccine may have something to do with preventing operation of the Coronavirus HIV inserts. Which has major implications.

Abstract

Developing an effective preventative vaccine for HIV-1 has proved to be an enormous challenge. The classical vaccine approach has failed thus far or produced modest efficacy in dealing with a virus infects a key component of immune system and exhibits great antigenic diversity and mutates rapidly. Novel approaches and ideas are needed to develop a preventative vaccine to HIV-1. Edward Jenner developed the successful smallpox vaccine based on the natural immunity observed in milkmaids. Thus, the correlates of natural immunity to HIV-1 documented in highly exposed uninfected individuals may provide a vital clue for the development of a preventative vaccine to HIV-1. Learning from immunologic correlates of protection from HIV-1 infection in a group of highly exposed HIV resistant Nairobi female sex workers, we propose that an effective preventative vaccine to HIV-1 should target key sites of HIV-1 and a vaccine targeting the 12 protease cleavage sites of HIV-1 can prevent HIV-1 acquisition. HIV protease is a small 99-amino acid aspartic enzyme that mediates the cleavage of Gag, Gag-Pol and Nef precursor polyproteins. The process is highly specific, temporally regulated and essential for the production of infectious viral particles. A total of twelve proteolytic reactions are required to generate an infectious virion. Therefore, a vaccine generating immune responses to the 12 protease cleavage sites of HIV-1 would have several major advantages. First, the host immune response could destroy the virus before its permanent establishment in the host. Second, the vaccine could force the virus to accumulate mutations eliminating the normal function of the HIV protease thus eliminating infectious virions. Third, restricting the immune responses to these sites can avoid distracting immune responses that often generate unwanted inflammatory responses, excess immune activation, and attract more targets for HIV- 1 infection, establishment and spread. To test this hypothesis we will use Mauritian Cynomolgus macaques and pathogenic SIVmac251 as an experimental model and peptides overlapping the 12 protease cleavage sites of SIVmac239 as immunogens to compare with full Gag and full Env as immunogens. We will deliver these immunogens with a) a modified vesicular stomatitis virus (VSV) vector system capable of targeting dendritic cells and generating robust immune responses; b) a nanostructure mucosal delivery system. The protection from infection will be examined by the ability of the macaques to resist repeated low dose intravaginal pathogenic SIVmac251 challenges. Secondary outcome such as viral load set point and CD4+ T cell decline will also be compared. Viral fitness analysis will be conducted to validate that the focused immune responses can drive deleterious viral mutation and produce virus of attenuated fitness and transmissibility. Confirmation of this hypothesis and vaccine approach will shift the paradigm of HIV vaccine development and develop an effective preventative HIV vaccine.

 

Public Health Relevance

With 34 million live with HIV/AIDS and 2.5 million new infections in 2011, developing an effective preventative HIV vaccine has proved to be an enormous challenge. Learning from correlates of protection from HIV highly exposed uninfected sex workers in the Pumwani cohort, we hypothesize that an effective preventative HIV vaccine should selectively target the key sites of HIV-1 and a vaccine targeting the 12 protease cleavage sites of HIV-1 can prevent HIV-1 acquisition. We will test this hypothesis in a nonhuman primate/SIVmac251 model and confirmation of this hypothesis and vaccine approach will shift the paradigm of HIV vaccine development and contribute to develop an effective vaccine to prevent HIV-1 acquisition.
