EEAS SPECIAL REPORT UPDATE: Short Assessment of Narratives and Disinformation around the COVID-19/Coronavirus Pandemic (Updated 2 – 22 April)

 

As outlined in the earlier reports, disinformation, myths and misinformation continue to proliferate around the world, with potentially harmful consequences for public security, health and effective crisis communications. In this context, it is important to distinguish the very different forms of mis- and disinformation, as well as other forms of information manipulation. Not all, but some of this activity is linked to intentional and coordinated activities, often carried out by state or state sponsored actors. For example, this includes:

 

Coordinated campaigns have been running across EU Member States and neighbouring regions, promoting false health information and disinformation about the EU and its partners, including from foreign state-controlled media and social media channels.

Reports indicate that there are continued efforts at deflecting blame for the outbreak of the pandemic, involving both overt and covert tactics.

Analysis by EEAS Stratcom and external groups shows that highly harmful disinformation about COVID-19/Coronavirus is going particularly viral in smaller media markets within and outside the EU, where tech companies face lower incentives to take adequate counter-measures.

“What is the intention of the U.S. here?” said Ian Storey, a South China Sea expert at the ISEAS-Yusof Ishak Institute, a think-tank in Singapore. “Is it just to say, ‘We’re here?’ Or are they going to shadow the Chinese survey ship to try to stop it from operating?”

 

The United States Indo-Pacific Command did not specify the exact location of the two American warships, citing operational restrictions, but it confirmed that the warships were in the South China Sea.

 

On Tuesday, the United States Navy posted pictures of the warships on Twitter, accompanied by a third vessel, a destroyer called the Barry, saying that the expeditionary strike group was operating “in support of security and stability in the Indo-Pacific region.”

 

The area where the American warships have been sailing is around 200 nautical miles off the coast of Malaysia, defense experts said. Malaysia, China and Vietnam all claim rights to the natural resources in this part of the contested waterway.

 

Last week, a Chinese government survey ship began shadowing the West Capella, a drill ship conducting exploration activities off the Malaysian coast and operated by Petronas, the Malaysian state oil company.

 

The Chinese survey ship, called the Haiyang Dizhi 8, had previously tracked similar oil operations off Vietnam.

YouTube took down a video Friday posted by the bio-tech firm Aytu BioSience explaining a new UV light treatment for coronavirus patients. Aytu BioScience announced Tuesday the firm is working with Cedars-Sinai and the FDA to determine the efficacy of the treatment.

 

The video is now labeled, “This video has been removed for violating YouTube’s Terms of Service”.

The Syrian refugee accused of murdering B.C. teen Marrisa Shen seemed like a “normal guy” in the time between her death and his arrest, according to a family friend.

Shen was found dead in a park in Burnaby, B.C., in July 2017, 90 minutes after her mother reported her missing.

 

Ibrahim Ali, 28, was publicly identified Monday as the man accused of killing her. He has been charged with first-degree murder.

 

Who is Ibrahim Ali?

 

Ali arrived in Canada with relatives in early 2017 as a Syrian refugee. He was sponsored by a community group and the St. Andrew’s-Wesley United Church in Vancouver.

 

“Our hearts go out to the Shen family who have no doubt been devastated by Marrisa’s death,” a church spokesperson said in a statement. “Our prayers also to the Ali family. We know that like many refugee families, they have endured their own suffering and loss and that this tragedy is made all the more complex by the trials they have faced.”

 

Police have said that Ali is a permanent resident of Canada, has a job, has no criminal record and was not on their radar in connection with Shen’s death until the last two weeks.

 

A family friend who CTV Vancouver agreed not to identify described Ali as “calm,” “respectful” and a “normal guy” and said he hadn’t seen Ali acting as though he had something to hide.

 

"We know what radicals in Syria do to women and children," the friend said. "I never expected someone in this family would [allegedly] do something like this."
