There were 2 unique photos of POTUS a few breads back. I recognized the building as the same military federalist-style building where the change-of-command ceremony replacing Gen. Dunford with Gen. Milley took place. The photo was taken by someone sitting inside of POTUS' official car. The second photo was inside of AF1 and I recognized POTUS and Ric Grenell. Two other people I did not recognize were sitting at the conference table inside AF1.
Your hypothesis makes sense in light of those photos.
