this is not a fight against a nation-state, and therefore it must be implemented as a silent war. the most massive anti-corruption action in history.

 

precedent, on a much smaller scale, can be found when Cicero stopped a coup by senator Catiline in 62BC.

 

Cicero spied on the traitors and then openly accused Catiline in the Senate, but only after he had enough information about the plot.

 

Cicero to Catiline: "You do nothing, you plan nothing, you think of nothing which I not only do not hear, but which I do not see and know every particular of. "

 

so to those who are pushing for open war against any one nation (ie, China), I take Q's posts about this being a silent war to be a tacit admission that we are dealing not with any one nation state, but with deep state actors across nation states, even China. I think of it as a war against the CCP, not the people of China.
