President Trump Signs the Paycheck Protection Program and Health Care Enhancement Act
HR 266 is an example of Bills introduced and sit without action. Congress will roll appropriation bills into other bills by amendment rather than passing bills on their merit. The original bill is recycled by amendments and then amending the title.
This make it difficult for the public to track bills of interest, hide special interest appropriations, and Congress can then say all bills of revenue did originate in the House per the US Constitution when the entire text is introduced as a Senate amendment.

Text not posted, link: This Amendment appears on page S2184-2186 in the following article from the Congressional Record.
The Congressional Record uses the original bill title being amended but does provide the April 21, 2020 amendment text. So opening S2184-2186, the heading reads:
MAKING APPROPRIATIONS FOR THE DEPARTMENT OF THE INTERIOR, ENVIRONMENT, AND RELATED AGENCIES FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 2019; Congressional Record Vol. 166, No. 75
So what happened to the annual appropriations?
The Department of Interior Appropriations for FY2020 beginning Oct 1, 2019, was rolled into the consolidated appropriations bill, HR 1865. This appropriations bill was passed Dec 19, 2019 (and OVERDUE).
HR 1865 Further Consolidated Appropriations Act, 2020 was introduced March 25, 2019, as
HR 1865 National Law Enforcement Museum Commemorative Coin Act.
November 2019, the text and purpose of the bill were changed by amendment and amendments approved for the overdue consolidated appropriation bill.
