Remember the way Russia stepped up in the Iran nuclear crisis, offering to take the Iranian uranium ore, process it into reactor fuel for them, and send the fuel back. In that case the idea was to prevent Iran from doing their own processing because they might secretly make weapon material. Since Russia does all the processing, Iran doesn't need either the knowledge or the equipment to process Uranium. They just operate safe nuclear power stations.
