Prions are normal proteins that have become abnormally folded.
Science doesn't explain much about this so I'll share an opinion.
Proteins fold when electrical charges on their surface attract.
This is partly a function of the geometry of the protein molecule, and partly a function of the electrical charge that may be on it.
I believe that exposing proteins (or any other molecules) to electromagnetic energy causes changes in their surface charge, hence their angles of their chemical bonds, and what part of the molecule is attracted or repelled to what other part. Electrons that have absorbed energy might move into higher orbitals, for instance, and those that shed energy might move into lower orbitals.
