Why hasn't Facebook been reported to the FBI?

There is probable cause.

It is impossible.

Literally impossible for a software company to make an app across more than one platform with the amount of testing involved that records calls and messages the way they did, even the meta data would be impossible to record and store without extensive testing to get it right.

That is probable cause of warantless wiretaps.
