So here we have a businessman president who has gone bankrupt faced with the opportunity to veto a bailout of (blue)states and municipalities that are never going to vote for him anyway.

I think he's telegraphing a veto which would then throw this back into congress's lap. This would be a perfect opportunity to showcase WHY they're bankrupt from their policies and corruption.

A Republican congress next year could change the law to force states into bankruptcy, breaking the backs of the democrats machine.

It would certainly end up in Trumps Supreme Court who could then codify it into the law of the land. It would make state governments healthier and wiser stewards of their constituents tax dollars. That would be a big win.
