I don't think there is any crime that can't be pardoned. Only state crimes are beyond the reach of a presidential pardon.

Any 'enemy combatants' that Hussein pardoned could come forward and go public as to what happened. I suppose their testimony could be used to build a case against Hussein, although some believe he pardoned himself. The courts have never determined if that can be done, however.
