this might not be exact but I'm pretty sure something similar to above is at play

everything is being controlled and we're watching a show

pence and everyone is being forced to play their hand in front of the public at large using a virus that was created to do absolutely nothing (not even flu, only those with the flu show flu symptoms and those are blamed on the latent virus being used to show everyone this is what they had planned for the world)

this also allows all the wartime powers and other stimulus bills to be passed and everything to come flying together in a beautiful crescendo at the height of it all
