The openings with special requirements by the states to be rolled out and fullfilled in a specific order seems to scream those openings are about more then just making sure citizen's are in the clear from a virus.

It's more like those states are actually being asked to make sure their swamp and nefarious dealings are set to right via, indictments and arrests for the infiltrators (invisible enemy) POTUS is speaking about.

Feels more like a cleaning up and out of all criminal, evil and crooked operatives and their business's/politic's/agencys instead.

The virus is just the cover.
