Why would a Cabal ever engineer a legitimate virus that holds the possibility of taking their ranks out as well should a vaccine not be 100% guaranteed?
Were the previous plagues (Black Plague) legitimate viruses? Or were the same people pushing this one behind that one too?
The Elite behind the elite may bunker down, but those people not bunkered down are still usable pawns. If you lost your pawns working 'councils' at both a local and national level, you're in big trouble.
