Mr President: will you set up a system for automatic low interest refinancing for home mortgages for those who have had the same provider and a very high rate of interest?

For example: I just tell the bank: put me on the president's program and I get rebates for high interest having been paid and a lower rate going forward without having to do a refinance as I've paid in good standing. Thanks if you can consider this.
