There has to be an awakening, you can't just go around arresting mass numbers of people. You have to get the people onside first. Flynn is the first step.

As soon as people find out that Flynn has be entrapped by the FBI and the FBI got away with it, what happens to public trust? It vanishes quicker than a mouse in the presence of a cat.
