Haven't looked at this picture like this before, but it's in the same postion as a Scavino tweet with all the sirens (KY I believe).
Looking at the flags from this direction leaves the Blue in the top right, which if looked at like a flag flying backwards, would signify someone in War that is advancing on the enemy.
