There is the game chat channel of communication and there are also "secure connections" that need to be "set up" and "kept open" like Huck's connection to the New York media organisation that they were going to use to leak a memo.
It's probably more work to set up a secure channel and keep it open and communicate that way than to just chat in the game.
During a false flag, it's going to be absolutely necessary to use secure channels. But maybe two undisciplined participants will decide to cut corners and chat in the game. They could create a new group and send sensitive information through the chat, which is an insecure channel.
Nobody can be allowed to jeopardize the mission by talking on an insecure channel about the events taking place during a false flag.
Everybody must be forced to use secure channels only. The insecure channel must be unavailable. So the in-game chat must be turned off. Not just group chats that already exist. Nobody can be allowed to create a new group and start chatting. Not even with a different account and username.
So the chat must be turned off for everybody in the game, not just the participants in the false flag.
