I don't know it this is important. I have posted on a few occasions, but mostly I am a lurker. I've been making my own personal timelines for a few years, and since they are for my personal use, I did not extensively sauce it. It was simply to put things together in perspective so that I could attempt to understand. This sort of perspective is what enabled me to see something Coleman did before he was removed by the DS players and replaced with McCabe. I don't fully understand it, but I noted what I found:
December 1, 2015: Priestap was promoted to assistant director of the Counterintelligence Division at FBI Headquarters (FBIHQ) in DC. He had replaced Randall Coleman, and Coleman became head of FBI'S Counterintelligence Division, heading the Clinton email investigation. But one of Coleman's last acts as AD was to place an exemption on some SIM files. This exemption effectively sealed the SIM against placing it in the FBI's Sentinel filing system, and with Priestap positioned as the AD, he was the only one authorized to allow it to be seen.
January, 2016: Bill Priestap again replaced Coleman, as head of FBI’s Counterintelligence Division, taking control of the Clinton email investigation. Priestap was later to say Coleman had “set up a reporting mechanism that leaders of that team would report directly to him, not through the customary other chain of command” in the Clinton email investigation. Priestap retained that model upon replacing Coleman. With this arrangement, Strzok could report directly to Priestap rather than follow the usual chain. This model would also be used for the Russia collusion case later.
Another interesting thing, a month after Priestap was promoted, replacing Coleman, on January 15, 2016, John Giacalone, head of FBI's NSD, retired because the Clinton investigation was thwarted.
Coleman filed the exempted SIM on May 18, 2016. FBI files a document describing certain Clinton e-mail information they sealed as being "SIM", sensitive information matter. This was released on August 2, 2019 as page 18 of a vault FBI release. It reads as follows, with REDACTED where redacted:
"The captioned investigation is highly sensitive and considered a prohibited investigation. Additionally, the investigation is designated a SIM and has an exemption for uploading approved by AD Randall Coleman REDACTED Serial 1).
To provide an electronic record, this document will serve as a placeholder within Sentinel…"
[in which FBI stores their memos]
"….so a document serial number can be assigned. The original document and any associated 1A envelopes have been manually drafted and approved. The original approved and serialized documents are stored in a physical case file. This case file is secured in a certified SCIF located at REDACTED and available for inspection upon request. Requests for inspection will need to be approved by the Assistant Director of Counterintelligence Division."
The information designated as "SIM" was so sensitive as to be "manually drafted". It is not filed on any system, but rather "in a physical case file" in "envelopes". Note the date is May 18, 2016 when this was filed, but first, we should note the name "Randall Coleman". Note also he was the "AD", the "Assistant Director" of Counter intelligence Division when he had placed this exemption on the SIM. On December 1, 2015, Priestap had replaced Randall Coleman, who was made the executive assistant director as of Dec. 1, 2015. However, it was Coleman who had exempted the SIM from uploading while he had been the AD. He had to have made this exemption before Dec. 1, 2015.
October 4, 2016, FBI Counterintelligence Division, Randy Coleman, notated: “Crimes Against Children” relative to the digital devices of Anthony Weiner. Coleman’s notes would be obtained by the Department of Justice Inspector General. In his notes published by the DJIG:
