why the hell was a LT Colonel (without an 'r') of the UK Royal Marines providing guidance to the US Military to develop a counterinsurgency playbook??

Okay, now the real conflict in my processing of this 'counterinsurgency guide'..
Is Qteam following the laid out "intellectually" contrived guidance of COIN??
Or (as I read it) is it a template for how to engage in counterinsurgency??
The play book reads as freaking common sense on the factors that provide insurgents influence/power; therefore, leading to success.
I understand there are multiple edges to this sword, so some clarity by any anon that has government/military experience in why Q would continue to point to this 'guide' would be greatly appreciated!
