What if Hubble was a laser gun more then a telescope. In the United Kingdom, hubble means a small hump. But it also mean an uproar. What if the elite sees it as an expensive agricultural harvester of real estates. Or what if it is viewed in other situations as plow for geopolitical advances. This would explain many things and also why we actually invested in such unused telescope. I'm pretty sure that at such a price a telescope could work perfectly, both ways.
