It was presented as a valid "here's what we see, and how to deal with it" for insurgencies in countries in conjunction with the overall scope and objectives of the US Mil strategy, world wide, and what governments might have as plans of action to deal with insurgencies, in partnership with the US Mil. Now, imagine all those wonderful people that put it together were to use the knowledge in it against the American people?
