This "delegation of censorship" is very "interesting", historically speaking:
When Portuguese dictator Salazar decided to establish press censorship in the 30s, he sent a delegation to Nazi Germany, to learn how they were doing it, and, much to their astonishment, they found there was no such thing there.
Why? How's that even possible?
Well, simply because there just was no need for one… since only "trusty" people could ever have the chance to work in a newsrooms.
Press censorship was effectively privatised.
Portugal went on to have press censorship till the very end of the dictatorship in the mid 70s, but that's another story…
