Agree the stripes for the national flag are Horizontal
The vertical stripes date from from 1799 Secretary of Treasury creating an agency flag for the Cutter and Revenue Service. It was distict enough that ships knew where to go to pay teir customs. The canton field was changed several times but it was always a Revenue agency flag. None of the legislation (1775, 1777, 1794, 1818) that designated the flag design ever specified a civilian or military flag; it was always a national flag with horizontal stripes. Most "civilian flag" claims come from a few blogs and pics of border stations (where they colected customs).
I could not see people say pledging, "I plaedge allegience to te Revenue Agency to which I'm in debt…"
