Referencing Q's past post about the chair serving the master, as I was digging into the Holy See, I came across this:

"The word "see" comes from the Latin word "sedes", meaning "seat", which refers to the Episcopal throne (cathedra)."

It's a bit of a stretch, but Q may be implying that the whole of the Catholic "sovereign state" serves the master. It would make sense given how priests routinely rape children and have their crimes covered up.
