Is Q saying Russia is a new threat, or the eye is pretending they are a new threat?

Using the Russian threat helps them justify their power, and a nuclear war with them could be a last ditch effort to regain control. What I don't understand, and I asked this in a previous post, is whether or not the Eye controls Russia or not. Q stated a while back that Russia and China are closed communist societies with no Owls or Y's, and they are this way to keep the evil of the Eye out of their countries and away from their people.

Is Q saying that the MSM is pretending Russia is becoming a threat again as a distraction/justification for other aims, or that they control Russia and could be using it to start a world war to hold on to power?
