If POTUS know this, why is he pushing the "WHO/China responsible for this pandemic"?

Here's my theory:

The more he pushes China into a corner claiming they were responsible for thousands of deaths worldwide, and for all the havoc caused in 184 countries, then lawsuits will start popping up. At some point, the breaking point, China/WHO themselves will come out with the data that, "Oops!, Sorry, looks like covid is just another flu virus, no big deal. Get over it!"

They will have to come clean with the lie themselves.
