Here are instructions for creating that effect…and links where you can see where the practice has been used to create spikes in New York City Data.
This is how you create a “spike” in April without adding any fake deaths to a state.
(remember, cumulative time series DO NOT GO DOWN…that's the key to debunking artificial spikes)
Assign regions, begin counting deaths
Decide you want to expand or eliminate regions
Move deaths from shrinking regions to expanding regions
Add them to the week you changed the region…NOT to the week the death occurred.
Without changing the overall number of deaths, you can create an artificial spike in deaths.
Later you can claim “we expanded the region but didn’t realize the counting algorithm reassigned the dates” if you’re ever caught!
