Perhaps you are, perhaps you aren't. The very nature of psyops largely defeats the purpose of making such distinctions.
In the world of psychological warfare, the individual is the battleground and therefore engagement necessarily personal, even if the target is the generic person or archetype. Rank, badge, affiliation - these are not valid in the field unless the target is vulnerable to it, even then - many people are somewhat aware of their vulnerabilities.
Within this context, its perfectly plausible that, for reasons, someone has decided this persona is a strategy to run with and act like a ditz. Perhaps it is just an enthusiastic anon trying to play a role bigger than he understands how to fill. Or perhaps the shills have no oversight and have decided to shill for our side, now - somewhat legitimately claiming to be part of psy-ops, but not quite in the way we imagine.
In any event, I'm not about to get into a long discussion about psyops or argue with people over it. The very nature, after all, is to manipulate another's perception and understanding. While this may not always be malign (people suffering from trauma or a case of severe deception may require 'deprogramming') - it's kind of silly to argue with someone claiming to be psy-ops. May as well go around telling everyone that it's opposite day or exploring other self-nullifying expressions of logical quandary.
