EXECUTIVE ORDER NO. 20-24

 

EXTENDING THE COVID-19 DECLARATION OF EMERGENCY (EXECUTIVE ORDER NO. 20-03) FOR AN ADDITIONAL 60 DAYS, THROUGH JULY 6, 2020

 

Executive Order 20-03, declaring a state of emergency due to the COVID-19 outbreak in Oregon, was issued on March 8, 2020, and declared a statewide emergency for 60 days, through May 7, 2020.

 

Pursuant to ORS 401.165 and ORS 401.204, I find that the novel infectious coronavirus (COVID-19) continues to threaten public health and safety, and remains a statewide emergency under ORS 401.025. Accordingly, I am extending t​he state of emergency for an additional 60 days, through July 6, 2020. Executive Order 20-03 shall remain in effect through July 6, 2020, unless extended or terminated earlier by the Governor.

Officers arrested 32 people for disobeying a lawful order, demonstrating without a permit and resisting or delaying a police officer, the California Highway Patrol said.

Vacaville barbershop ordered to 'cease and desist' after reopening amid COVID-19 restrictions

 

VACAVILLE, Calif. —

The city of Vacaville is ordering a barbershop that is defying county and state coronavirus restrictions to “cease and desist,” officials said Friday.

The owner of Primo’s Barbershop, Juan Desmarais, was served the cease and desist notice after Vacaville code enforcement officers asked him to close several times, the city of Vacaville said in a statement.

 

“Unfortunately, those efforts have been unsuccessful and Primo’s, which was initially closed, has reopened,” the city said in a statement. “As a result, the City has informed Desmarais via a letter delivered by the Vacaville Police Department that, if he continues to operate his shop, he could face a variety of legal actions.”

The cease and desist order says, “violation of the Orders carries significant criminal penalties, subjecting you to citations and/or arrest.”

Under the California government code, each violation is a misdemeanor that carries a fine of up to $1,000 or six months in county jail. Under California health and safety code, each day of violating the order carries a fine between $50 and $1,000 or up to 90 days in county jail per day.

 

Desmarais talked to KCRA 3 on Tuesday about reopening his barbershop despite the stay-at-home order.

"Be fearful in your own house. For me and my family, clients who are willing to come, we are not going to live in fear," Desmarais said Tuesday. "This is about livelihoods. Each of us makes about $10,000 a month in our chair."

Primo staff now all wear masks and gloves when seeing clients. They are also only taking customers by appointment and there is no waiting area.

“We are going to stay open regardless of citations, regardless of cease and desist orders,” Desmarais said Friday.

California restaurant defies statewide order, opens for dine-in service

 

EL DORADO COUNTY, Calif. —

At a tiny roadside diner in El Dorado, where the sign promises homecooking, people are not staying home any longer.

Café El Dorado opened its doors for dine-in service on Friday for the first time since the statewide stay-at-home order went into effect on March 19.

 

“We either run around in fear of getting a virus or we're homeless,” said owner Cherie Baldridge. “I'm going to be homeless if I don't open my business back up.”

 

From the packed parking lot to the bustling dining room, the restaurant saw its first lunch rush in over a month.

“I found myself just smiling the whole time. I was like wow this feels awesome,” customer Kathy Ralph said.

“It felt like getting back to normal,” Glenn Ralph added.

 

The quaint restaurant along Pleasant Valley Road serves breakfast and lunch and only seats about 25 people. Nearly 100 people made their way through for the diner's reopening. Baldridge said social distancing just is not possible.

 

“If you want to come in, come in. If you don't, you don't,” she said.

“I was about two feet from someone and I'm not concerned at all,” said customer Charlene Ossont. “It's time that we open California up.”

Baldridge said she had to reopen after getting two eviction notices.

"One more month, I was done," she said. "No more business, livelihood, life savings, gone."

 

The El Dorado County Sheriff’s Office does not have any plans to issue a citation to the restaurant. A spokesperson said the office's focus continues to be awareness of the statewide order.

Judge refuses to block Gov. Newsom’s order closing O.C. beaches

 

In a victory for Gov. Gavin Newsom, an Orange County judge on Friday rejected a request from Huntington Beach seeking a temporary restraining order to keep beaches open.

Orange County Superior Judge Nathan Scott set a hearing for Monday to consider the city’s request for an injunction against Newsom’s order that closed all Orange County beaches in an effort to slow the spread of coronavirus. Dana Point, another Orange County coastal city, had also joined the suit to block the beach closure.

Newsom has said it’s too soon to lift the state’s stay-at-home order, doubling down on that commitment Thursday and calling for the “hard close” of all Orange County beaches.

But local governments from Southern California to the Oregon border were preparing to stage acts of resistance Friday, fed up with six weeks of restrictions that have curbed their movements in an effort to stem the spread of the coronavirus.
